In accordance with Article 55, paragraph 1 of the Law on Higher Education, Republic of Serbia, Law Faculty, University of Belgrade has made the following decision at the meeting of its Academic Councel, held on 29 June, 2007 (Decision No 02-1723/4), which was confirmed by the Senate of the University of Belgrade on 13 July, 2007. (Decision No 06 No. 150-20/XI-3/8). Law Faculty has also adopted the improvement of the text at the meeting of its Academic Councel, held on 22 September 2008, which contributes to the didactical precision of the text, as following:
DECISION ON THE RULES OF THE GRADUATE ACADEMIC STUDIES -MASTER IN EUROPEAN INTEGRATION AT THE LAW FACULTY, UNIVERSITY OF BELGRADE
Article 1 Program Preparation
This study program was prepared within the framework of the Tempus Joint European Project “TEMPUS JEP POGESTEI” – Post-Graduate Studies for European Integration - POGESTEI at the Law Faculties of the Universities of Belgrade, Niš and Novi Sad and has been accredited with identical texts for implementation at the mentioned Faculties. The following institutions from the European Union (EU) are in the Consortium: Faculty of Law – University of Maribor/Slovenia (as the grant holder and grant coordinator) Faculty of Law - European University Viadrina, Frankfurt/Germany, Faculty of Law - University of Insubria, Como/Italy, Faculty of Law - University of Salzburg/Austria, Faculty of Political Sciences – University of Trieste/Italy, Institute for Ethnic, Regional and Sociological Studies – ICERS/Slovenia, Institute for Ethnic and Regional Studies – ISCOMET/Slovenia. In addition, the following experts/company participate: Prof. dr Nenad Dimitrijević, CEU/Hungary and Prof. dr Renate Kicker, Karl Francez University Graz/Austria, and Telekom Serbia.
Article 2 Name and Aims of the Study Program
The study program bears the title Graduate Academic Studies - Master in European Integration.
The aims of the program are to offer adequate knowledge and capabilities for working in both legal and non-legal jobs that relate to the integration into the European Union, and that require knowledge of the law and politics of the European Union, and that can be performed within the scope of state administration, business, information, educational, research and scientific institutions, and the civil sector.
Article 3 Type of studies and result of study process
These studies are the second degree studies: graduate academic studies - master. The aims of this program are to evolve the in-depth knowledge of reasons for and processes of the integration into the European Union, of the laws and politics of the European Union and the relations of the European Union with other international organizations and states, as well as to develop necessary abilities for understanding the integration processes, and interpreting, applying and further researching the European Union Law. The end result of this program would also be to expand the knowledge of practical skills which pertain to the English terminology, the ability to communicate in academic circles and the usage of internet sources within the scope of this field.
Article 4 Academic Title
After successful completion of this program, an academic title of Graduate Academic Studies of Law – Master is awarded.
In addition to the title from paragraph 1 of this Article, the diploma supplement shall contain the full academic title: “Master in European Integration”
Students from non-legal field of social sciences - humanities, after passing differential examinatios and successful completion of this program, attain an academic title - Graduated in the field of European Integration - Master.
Article 5 Eligibility requirements for the enrollment into the Study Program
To be eligible for the enrollment in this program, a student must possess a Bachelor Degree from the field of law or social sciences - humanities, with at least 240 ECTS. Students from non-legal field of social sciences - humanities, are obliged to pass certain differential exams related to the basic legal knowledge: Introduction into Law, Constitutional Law, Introduction into Civil Law, International Public Law. A student’s individual preferences concerning the opted POGESTEI modul will be in that respect taken into account as well.
Students having a Bachelor Degree in Law with 180 ECTS are obliged to finish an additional first-year program, thus obtaining 60 ECTS. The full description of this first-year program is given in the Article 11.
Article 6 Duration and the ECTS value of the Program
The duration of the program is one year, consisting of two semesters, 600 hours (lectures, seminars, collective consultations, individual consultations, working hours with mentor), and is worth 60 ECTS.
Article 7 Program content, teaching methods and the ECTS value of courses
The program consists of five modules. The first four modules contain four courses each and they offer the substantial knowledge of the EU law and politics. The fifth module consists of three courses and offers practical skills knowledge.

Module Five: Practical Knowledge and Skills
Article 8 Basic data on the POGESTEI Master studies
Duration: 2 semesters (30 weeks) of courses Programme: 4 modules consisting of 4 mandatory courses (altogether 16 courses) + practical skills course. The student has to select three courses from one of the four main modules and 1 course from other 3 modules (altogether 4 courses or 300 contact hours) + “practical skills” course (30 contact hours). Each course: lasts 1 semester (15 weeks). It consists of 45 ex cathedra lectures (3 hours per week) and of 30 hours of seminar classes (2 hour per week) – 75 hours altogether. Seminar classes: involve an introduction into research methods and writing, class discussions, debates, paper presentations, case studies etc. Each student is obliged during the course of the year to prepare one paper for one of the chosen courses and to present it in seminar classes of that course, which is worth 7ECTS. The paper should be based on research and should demonstrate that the student is in command of scientific manner of writing (see: article 10). Practical skills: the course comprises lectures in legal terminology, computer skills and methodology of research and scientific writing (30 hours). It will be held at the beginning of the first semester. Final thesis: should be based on research and should be written in scientific manner (use of literature, notes, quotation, references etc.).(See: article 10) Workload: Workload of students is divided into contact hours (active studying at lectures and seminar classes) and individual hours (study research and preparation of seminar paper and final master paper), and amounts in two semesters altogether 600 hours. Division per semester between contact hours and individual hours: • Contact hours (lectures and seminar classes): First semester: 2 courses x 75 hours = 150 hours + 30 hours practical skills = 180 hours or 12 hours per week. Second semester = 150 hours or 10 hours per week. There are alltogether 330 contact hours during two semesters. • Individual hours - intended for individual study research of students (studying, preparation for seminar classes, preparation of papers): First semester = 120 hours or 8 hours per week. Second semester = 150 hours or 10 hours per week. Credits (ECTS): Together 60 ECTS • 1 course = 8 ECTS (lectures/final exam = 6 ECTS and seminar classes = 2 ECTS); courses together: 4 x 8 = 32 • Practical skills = 6 ECTS • Seminar papers = 7 ECTS • Final LLM/Master thesis: 15 ECTS
The outline, teaching methods and ECTS values for each of the courses are given in the tables which are an integral part of this decision.
Article 9 Student obligations: The student is required to select three courses from one of the four main modules and one course from one of the remaining three modules. Students attend two courses in the first semester and two courses in the second semester. All students must also attend in the first semester three courses from the fifth module. Students have to
• Attend lectures of 2 courses + practical skills (in the first semester), and 2 courses in the second semester • Prepare one seminar paper during the first semester • Pass exams of 4 courses (two after each semester) and of practical skills course • Submit LL M thesis and pass successfully its defence before a commission
Article 10 Seminar Paper and Final Thesis
The student is required to complete one seminar paper of approximately 25, 000 to 30, 000 characters (12 to 18 pages), which is worth 7 ECTS.
The student is required to complete and defend during the second semester final thesis of approximately 90,000 to 110,000 characters (45 to 55 pages), which is worth 15 ECTS.
The procedure for registration, completion and defence of the thesis shall be further regulated by a separate Faculty Handbook.
Article 11 – Language used in Instruction
The official language used in program instruction will be English.
Article 12 - Evaluation of the students` success
Evaluation of students’ success in passing examinations will be expressed by capital letters instead of numbers, in a following way: A+ - mark 10 A - 9 B - 8 C - 7 D - 6 F - 5 The replacement of the quantitative system of grading with grading by letters is in accordance with Art. 81 of the Statute of the Faculty of Law University of Belgrade.
Evaluation of student`s success in Practical skills will be expressed by "pass" and "fail".
Article 13 - Students` Evaluation of the Academic Staff
Students fullfil Evaluation papers after each course.
Article 14 Program for POGESTEI Students With 180 ECTS
Students having a Bachelor Degree in Law with 180 ECTS are obliged to finish an additional first-year program, thus obtaining 60 ECTS.
In addition to the requirements provided for POGESTEI students who already obtained 240 ECTS – to opt for three courses within one module (Preferred Module 1[1]) and an additional course from one of the other three modules – this category of students will have to opt for an entire additional module (Preferred Module 2), as well as to pass the exam from the remaining course of the Preferred Module 1. Furthermore, students will have to take the introductory course to the second-year Practical Skills Module – Introduction into the Methodology of the Research and Writing (2 ECTS).
Students will also have to prepare a 45 min. public individual presentation of a certain course connected case-study, which will be followed by a 45 min. questions & answers session with a professor and audience (Individual Presentation of a Case-Study – 6 ECTS). Finally, students will have to submit an up to 60.000 characters long research paper, whose topic will be connected to the content of one of the courses from the Preferred Module 2. In terms of research and writing skills and methodology, this paper is a preparation for student’s final master thesis to be taken in the second year of the program (Research Paper – 12 ECTS).
The first-year program is scheduled as follows:
Total first-year program – 60 ECTS
The second-year program for students with 180 ECTS is in all relevant aspects the same as for the students who enrolled with 240 ECTS, except for the fact that the former will have to opt for one course not belonging to both Preferred Module 1 and Preferred Module 2.
Article 15 – Possibility of attending courses at other Faculties
Students may enroll into a course or a number of courses at other Faculties of Law, if the relevant course is not offered at the Faculty at which the student has registered for the program.
Exam(s) taken at other Faculties of Law shall be recognized as if they were taken at the Faculty of Law where the student has registered for the program.
Article 16
This decision on the rules governing the Graduate Academic Studies - Master in European Integration enters into force as of the date of its adoption, and will be implemented as from the 2007/2008 academic year.

Nastavno-naučno veće Pravnog fakulteta Univerziteta u Beogradu, na sednici održanoj 22. septembra 2008. godine, donosi Odluku da usvoji izmene u dokumentu ODLUKA O PRAVILIMA DIPLOMSKIH AKADEMSKIH (MASTER ) STUDIJA IZ OBLASTI EVROPSKIH INTEGRACIJA NA PRAVNOM FAKULTETU U BEOGRADU
Navedenu Odluku je Nastavno-naučno veće već bilo usvojilo na osnovu čl. 55 st. 1 Zakona o visokom obrazovanju Republike Srbije, na sednici održanoj 29. jula 2007. godine (Odluka br. 02-1723/4), a ta odluka je potvrđena na Senatu Univerziteta u Beogradu, 13. jula 2007. godine (Odluka br. 06 br. 150-20/XI-318). Izmene ne zadiru u suštinu dokumenta, ali su neophodne zbog usklađivanja sa "Upozorenjem o otklanjanju nedostataka" Komisije za akreditaciju i proveru kvaliteta (broj 612-00-01439/9/2007-04, od 19.05.2008. godine), kao i zbog didaktičkog preciziranja dokumenta.
DOPUNjENA ODLUKA O PRAVILIMA DIPLOMSKIH AKADEMSKIH (MASTER ) STUDIJA IZ OBLASTI EVROPSKIH INTEGRACIJA NA PRAVNOM FAKULTETU U BEOGRADU
Član 1 Priprema Programa Ovaj Studijski program je pripremljen u okviru Tempus zajedničkog evropskog projekta "TEMPUS POGESTEI" - postdiplomske studije za evropske integracije na pravnim fakultetima univerziteta u Beogradu, Nišu i Novom Sadu (TEMPUS JEP POGESTEI – Post-Graduate Studies for European Integration at the Faculties of Law at the Universities of Belgrade, Niš and Novi Sad) i akredituju se u identičnom tekstu za izvođenje na pomenutim fakultetima. Član 2 Naziv i ciljevi Studijskog programa
Naziv studijskog programa je "Diplomske akademske (master) studije - master evropskih integracija". Ciljevi Studijskog programa su da pruži adekvatna znanja i sposobnosti za vršenje poslova koji se odnose na integraciju u Evropsku uniju, a koji mogu da se obavljaju u državnoj upravi, privredi, informativnoj, obrazovnoj i istraživačkoj naučnoj delatnosti ili u civilnom sektoru. Reč je o pravnim ali i nepravnim poslovima za čije obavljanje je potrebno poznavanje prava i politika Evropske unije.
Član 3 Vrste studija i ishod procesa učenja
Ovo su studije drugog stepena: diplomske akademske studije – master. Ishod ovih studija čine produbljena znanja o razlozima i procesima evropskih integracija u Evropsku uniju, o pravu i politikama Evropske unije i o odnosima Evropske unije sa drugim međunarodnim organizacijama i državama, kao i sposobnosti potrebne za razumevanje procesa integracije, za tumačenje, primenu i dalje istraživanje prava Evropske unije. Ishod ovih studija uključuje poznavanje praktičnih veština koje se odnose na englesku terminologiju, sposobnosti akademske komunikacije kao i korišćenja interneta u ovoj oblasti.
Član 4 Akademski naziv
Kandidati koji su osnovne studije završili na pravnim fakultetima stiču titulu diplomirani pravnik - master, pri čemu se u dodatku diplomi navodi: master u oblasti evropskih integracija.
Na osnovu člana 102. Statuta Univerziteta i člana 88. stav 4, u vezi sa članom 3. stav 1. Statuta Pravnog fakulteta, kandidati sa drugih fakulteta društvenih nauka koji uspešno završe program Master in European Integration i odbrane master rad, stiču akademsku titulu diplomirani u oblasti evropskih integracija - master.
Član 5 Uslovi za upis na Studijski program
Na ovaj Studijskog programa mogu da se upišu studenti koji su stekli diplomu osnovnih akademskih studija iz oblasti prava ili društveno-humanističkih nauka, u obimu od najmanje 240 ESPB bodova.
Kandidati koji su osnovne studije završili na drugim fakultetima društvenih nauka (u zemlji ili u inostranstvu), kao što su ekonomski, filološki, filozofski, fakultet političkih nauka, fakultet za bezbednost i dr., obavezni su da polože sledeće diferencijalne ispite kao uslov za upis na pomenuti master program: · Uvod u pravo; · Ustavno pravo; · Uvod u građansko pravo; · Međunarodno javno pravo. Ostavljena je mogućnost da im - u zavisnosti od konkretnih slučajeva izbora predmeta (tri predmeta s jednog modula, plus jedan predmet s nekog od ostala tri modula) - određeni delovi nastavne materije navedenih diferencijalnih predmeta budu, u dogovoru sa nastavnicima, izuzeti iz materije za ispit. Studenti koji su stekli diplomu osnovnih studija na inostranim univerzitetima (strani državljani, kao i domaći), kao uslov za upis na master program imaju nostrifikaciju diplome, u skladu sa zakonskom regulativom Republike Srbije u datoj oblasti.
Član 6 Dužina trajanja i bodovna vrednost Studijskog programa
Studijski program je jednogodišnji, izvodi se u dva semestra, sastoji se od 600 časova aktivne nastave (predavanja, kolektivne konsultacije, individualne konsultacije, mentorski rad) i vrednuje se sa 60 ESPB bodova.
Član 7 Sadržaj Studijskog programa, način izvođenja i bodovna vrednost predmeta
Studijski program čini pet modula. Prva četiri modula sadrže po četiri predmeta a peti modul sadrži tri predmeta:

Drugi modul: Poslovno pravo i integracija u EU Pravo i politika konkurencije Evropske unije Kompanijsko pravo Evropske unije Pravo intelektualne svojine Evropske unije
Treći modul: Ljudska prava i demokratija u EU Demokratija i ljudska prava u Evropskoj uniji Pravo Evropske unije o eliminaciji diskriminacije Radno i socijalno pravo u Evropskoj uniji – aspekt ljudskih prava Politika i pravo Evropske unije o zaštiti životne sredine – aspekt ljudskih prava
Četvrti modul: Međunarodni aspekti integracije u EU Trgovinska politika Evropske unije i svet Zajednička spoljna i bezbednosna politika Evropske unije Geopolitičke perspektive i posledice proširenja Evropske unije
Peti modul: Praktična znanja i sposobnosti (veštine) Profesionalna engleska terminologija o evropskim integracijama Internet izvori i evropske integracije Metodologija istraživačkog rada i pisanja
Student je obavezan da u prvom semestru izabere tri predmeta sa jednog od prva četiri modula i jedan predmet sa nekog drugog od prvih četiri modula. Svi studenti pohađaju, takođe, u prvom semestru tri predmeta petog modula. Okvirni sadržaj, način izvođenja i bodovna vrednost svakog predmeta su dati u tabelama koji čine sastavni deo ove Odluke.
Član 8 Bazični podaci o Masteru evropskih integracija
Trajanje: 2 semestra (30 nedelja)
Program: 4 modula, koja se sastoje od 4 kursa (ukupno 16 kursa) + kurs praktičnih veština. Student bira tri kursa iz jednog modula i 1 kurs iz nekog od preostala 3 modula (ukupno 4 kursa sa 300 časova aktivne nastave) + "praktične veštine" (30 časova aktivne nastave).
Svaki kurs: traje 1 semestar (15 nedelja). Sastoji se od 45 ex catedra predavanja (3 časa nedeljno) i 30 časova vežbi (2 časa nedeljno). To je ukupno 75 časova.
Časovi vežbi: uključuju problemske diskusije, analize slučajeva, prezentaciju seminarskih radova, debate, itd. Svaki student je obavezan da tokom prvog semestra pripremi seminarski rad iz oblasti nekog od odabranih kurseva, i da ga prezentuje i odbrani na nekom od časova vežbi. Seminarski rad se vrednuje sa 7 ESPB. Seminarski rad mora da bude baziran na istraživačkom postupku i mora da pokaže da student poseduje naučni pristup i akademske sposobnosti za pisanje (videti član 10).
Praktične veštine: ovaj kurs obuhvata nastavu iz pravne terminologije, kompjuterskih veština i metodologije naučnog istraživanja i akademskog pisanja (30 časova). Održava se za sve polaznike na početku prvog semestra.
Završni rad: treba da bude baziran na istraživanju i pisan u naučnom maniru (upotreba literature, napomena, citiranje, reference, itd.) (Videti: čl. 10)
Opterećenost studenata: podeljena je na časove aktivne nastave, koja obuhvata predavanja i vežbe, i studijsko-istraživačkog rada (SIR) - priprema ispita, priprema za izradu seminarskog i završnog rada, priprema za časove nastave i vežbi. Ukupno za dva semestra opterećenost iznosi 600 časova.
Raspodela časova aktivne nastave i SIR, po semestru: Aktivna nastava: Prvi semestar: 2 kursa po 75 časova aktivne nastave - 150 časova, plus 30 časova praktičnih veština, što je ukupno 180 časova aktivne nastave, ili 12 časova nedeljno. Drugi semestar: 2 kursa po 75 časova aktivne nastave - 150 časova, ili 10 časova aktivne nastave nedeljno. Ukupno 330 časova aktivne nastave tokom školske godine. SIR: za individualni istraživački rad studenata u prvom semstru 120 časova, ili 8 časova nedeljno; u drugom semestru 150 časova ili 10 časova nedeljno.
Krediti (ESPB): ukupno 60 1 kurs - 8 ESPB (predavanja/finalni ispit - 6 ESPB, i časovi vežbi 2 ESPB); 4 kursa ukupno 32 ESPB. Praktične veštine – 6 ESPB; Seminarski rad - 7 ESPB; Finalni LLM/master rad - 15 ESPB.
Sadržaj, nastavne metode i ESPB vrednosti za svaki kurs date su u tabelama, koje predstavljaju integralni deo ovog dokumenta.
Član 9 Studentske obaveze
Student je obavezan da izabere tri kursa iz jednog modula i jedan kurs iz preostala tri modula. Student pohađa dva kursa u prvom semestru i dva kursa u drugom semestru. Svi studenti takođe moraju da pohađaju kurs praktičnih veština, koji se sadrži iz tri dela: Pravna terminologija na engleskom, Kompjuterske veštine, i Veštine istraživačkog rada i akademskog pisanja.
Priprema jedan seminarski rad tokom prvog semestra.
Polaže ispite iz četiri kursa (nakon svakog semestra), i ispit iz praktičnih veština.
Predaje LLM tezu i brani je pred Komisijom.
Član 10 Seminarski i završni rad
Student je dužan da tokom prvog semestra uradi jedan seminarski rad u obimu od 25.000 do 35.000 karaktera (12 do 18 stranica) koji mu donosi 7 ESPB. Student je dužan da u drugom semestru uradi i odbrani diplomski rad u obimu 90.000 do 110.000 karaktera (45 do 55 strana) koji mu donosi 15 ESPB. Postupak prijave, izrade i odbrane diplomskog rada uređen je odgovarajućim pravilnikom fakulteta.
Član 11 Jezik izvođenja nastave
Nastava se izvodi na engleskom jeziku.
Član 12 Vrednovanje studentskog rada
Uspeh studenata se - u skladu sa članom 81 st. 7 Statuta Pravnog fakulteta Univerziteta u Beogradu izražava velikim slovima latinice, na način da oceni 10 odgovara A+, oceni 9 - A, oceni 8 - ocena B, oceni 7 - ocena C, oceni 6 ocena D, a oceni 5 - ocena F.
Uspeh studenata na modulu Praktične veštine, vrednuje se kao: "položio" ili "pao".
Član 13 Vrednovanje nastavničkog rada
Rad nastavnika na predavanjima i vežbama studenti ocenjuju na evaluacionim listovima.
Član 14 Program za studente sa 180 ESPB
Studenti koji su stekli diplomu pravnih studija sa 180 ESPB bodova imaju obavezu da završe i dodatnu prethodnu godinu studija, čime dobijaju neophodnih 60 ESPB bodova.
U toj prvoj ili prethodnoj godini studija, student je obavezan da izabere iz dva modula koja neće birati u drugoj godini (normalnog) master studija 4 predmeta, i to iz jednog odabranog modula (M2) 3 predmeta (3 x 8 ESPB), i 1 predmet s drugog odabranog modula (M1) (8 ESPB), plus Uvod u metodologiju istraživanja i akademskog pisanja (2 ESPB). Student je takođe obavezan da pripremi 45-minutnu javnu prezentaciju analize slučaja u okviru određenog kursa, koja će biti praćena 45-minutnom sesijom pitanja i odgovora sa profesorom i ostalim kandidatima (Individualna prezentacija studije slučaja - 6 ESPB). Konačno, student je obavezan i da uradi istraživački rad dužine od 60 000 karaktera, čija tema je u vezi sa sadržajem nekog od kurseva iz odabranog M2 modula. Ovaj tekst je priprema za izradu seminarskog rada, a pogotovo za izradu završnog master rada u drugoj godini master studija (istraživački rad - 12 ESPB).
Član 15 Mogućnost pohađanja predmeta na drugom Fakultetu
Student može da pohađa izabrani predmet ili više izabranih predmeta na drugom pravnom fakultetu, ako se nastava iz tih predmeta ne izvodi na fakultetu na kome je upisao studije. Ispit položen na drugom pravnom fakultetu priznaće mu se kao ispit položen na ovom Pravnom fakultetu.
Član 16
Ova Odluka o Pravilima diplomskih akademskih (master) studija iz oblasti Evropskih integracija stupa na snagu danom usvajanja a primenjuje se od školske 2007/2008 godine.
